Dr.D.S.Bal graduated in Mechanical Engineering in 1967 from Erstwhile Government College of Engineering and Technology, Raipur (Now NIT). He did his M-Tech (Machine Tool Design) from IIT Kharagpur in 1973 under QIP scheme and Ph.D. (Mechanical Engineering) from Pt. Ravishankar Shukla University, Raipur in the year 1985.
He started his career as Lecturer in Mechanical Engineering at Govt. Engineering College, Rewa (M.P) in 1967. He was transferred to Govt. Engineering College, Bilaspur in 1974, where he got selected by MPPSC as Reader in Mechanical Engineering in 1986 and was promoted to Professor of Mechanical Engineering in 1996. He was then transferred to Govt. Engineering College, Jagdalpur as Principal (I/C) in 2002.
He joined Directorate of Technical Education, Govt. of Chhattisgarh as Additional Director following an order from the Govt. in 2004. In 2005 he was posted as Principal of erstwhile Govt. Engineering College, Raipur (Now NIT) where he became the first Director (I/C) on its becoming the 19th National Institute of Technology (NIT) of the country. He came back to the Directorate of Technical Education as Additional Director in 2007 with additional charges of the Principal, KIT, Raigarh (C.G) and subsequently became the Director of Technical Education, Govt. of Chhattisgarh, to retire in 2009 after completing the superannuation age. He was appointed as the first Principal of Sarguja Vishwavidyalaya Engineering college, Ambikapur (C.G) in 2010. Presently he has joined Raipur Institute of Technology,Raipur (C.G) as Principal with effect from November 2011.
Dr. Bal has to his credit more than 25 papers published in the National and International Journals. He was awarded “The President of India Prize” for one of his research papers adjudged best and published in the “JOURNAL OF THE INSTITUTION OF ENGINEERS (I)”. He has successfully supervised seven candidates for Ph.D. and three candidates for M.Tech (by research). He has been appointed as the Chairman of many visiting teams constituted by National Board of Accreditation (NBA) and also the Chairman of Appellate / Hearing Committees of AICTE. He was appointed as competent person by Ministry of Labor, Govt. of Madhya Pradesh for enquiring of Industrial Accidents. He has been visiting faculty to Universities; Expert member of Selection Committees, Chhattisgarh Public Service Commission, Counselor, Indira Gandhi National Open University and Member, BOG of Engineering Colleges. He was NSS Programme Officer/Coordinator for more than 15 years in Guru Ghaasi Das University, Bilaspur
